Washington Law and Politics recognizes Carter as 2015 "Rising Star"

Carter was again selected as a "Rising Star" by Washington Law and Politics for 2015. To be eligible for selection as a Rising Star, a candidate must be either 40 years old or younger, or in practice for ten years or less. Only 2.5 percent of the lawyers that meet the criteria are actually selected as a Rising Star. Carter is grateful to be selected for the fifth year in a row.
